NARRATIVE:
The OV-Digital Public Service Providers view extends Organisational view and provides a comprehensive framework for leveraging the digital public service delivery model. This model is a business collaboration representing a collection of concepts related to the way in which the public sector delivers digital technologies to citizens and businesses.
Within this model, there are two main roles: the Digital Public Service Provider and the Data Provider. The Digital Public Service Provider is the entity that offers or delivers public services using digital channels and technologies. Their aim is to provide efficient and accessible services to citizens and businesses by leveraging the power of digital technology. On the other hand, the Data Provider is responsible for providing data to other roles or systems, either by producing, collecting, transforming, or delivering data. They are also accountable for the quality, security, and availability of the data they provide.
The model also includes a Health Digital Public Service Providers Catalogue, which groups several business roles related to health. These include the Data Permit Authority, which regulates the use and reuse of health and social care data for secondary use purposes; the National Medicines Agency, which authorises and controls medicines placed on the market; and the National Contact Point, which provides information regarding cross-border digital public services and acts as a point of contact between the citizens and the country public administrations.
Other roles in the catalogue include the Ministry of Health, which acts as a digital service consumer; Research Infrastructures, which provide resources and services for research communities; the National Contact Point for eHealth, which provides information to facilitate access to cross-border healthcare within the European Union; the Legal Authority for eHealth, which ensures the achievement of the objectives of the National Health Digital Agenda; the Health and Social Care Supervisory Authority, which provides health and social care services; and the Health Data Research Hubs, which provide expertise, tools, knowledge and ways of working to maximise the insights and innovations developed from the health data.
These roles and their interactions form the basis of the Digital Public Service Delivery Model, which aims to leverage digital technologies to provide efficient and accessible public services.
