Additional information: This principle is based on three pillars: the openness of public administration's data, the openness of the software used and implemented and the openness of standards and specifications used to develop digital public services. The European Interoperability Framework is part of the Communication (COM(2017)134) from the European Commission adopted on 23 March 2017.
